system writes is declared once into a shared vocabulary. That vocabulary is the product.
Click-to-highlight between panels passes only a record identifier
between frames. No data travels that way. Every number on this page can be
counted by hand in the panels below it. Records are synthetic; no real residents appear.
Departments see each other's records only where a grant exists. The
grants are live objects on the platform. Withdraw one and the council's view loses that source.
